[文法] 沒看過的文法 Taipei Times

不懂這紅字部分的文法為何，很困惑 :(
另外小問一個單字，
lodge a complaint
我知道整句意思是 to make an official complaint
但我想更清楚知道，lodge在這意思範圍內，還可以怎麼用？
