疑問:The answer is (C), why not (A)
according the answer key, (C) Causative "want" requires the past participle
of the following verb when the subject does not do the action.
but I thought the causative verb "want" should takes the infinitive
"to arrange". by the way , what it is means "subject does not do the action"?
