[聽力] 請教一題聽力

我在寫一題聽力時不太了解要怎麼選
希望大家可以給我一個方向
Speaker:Can you authorize this for me?It's Jack's expense account.
a.No, he wrote it himself.
b.Of course I will.
c.You don't have the authority.
請問答案問什麼是c? 我認為如果改成I don't have the authority(to do so).才會對
至於答案我選b 是因為助動詞不一致嗎？
