[問題] 剛剛收到的offer!

這是剛收到燒燙燙的e-mail
我懂是有拿到offer啦
可是!
第二段讓我好狐疑
他要先知道我有沒有錢唸
才能決定要不要給給我uncon
是這樣的意思嗎!?(竟然會有這回事?)
因為很想趕快弄清楚~

I am very pleased to inform you that the Selection
Panel has recommended that you be accepted for entry
on to the above course in October 2008. The University
will soon be writing to you formally. Please let me know
if you have not received the formal offer within the
next two weeks.
In the meantime, I would be grateful if you could inform
me whether you will be accepting this offer, and if so,
whether your ability to take up your place is dependent
upon the outcome of applications for financial support.
You will appreciate that we receive a large number of
applications, and that it will help us with our planning
to know at this stage which acceptances are unconditional.
