對於逗點打在這不是很懂，但我亂猜應該是not just but also的關係結構
我的翻譯是
Many Power-mongers, who have poorer followers and also retinue or parties
gather around them, not only sought to chain these men with demagogic
machinations evermore strongly, but strived also for official posts.
