[求譯] 請問這一段新聞中if only partially的意義
1957. Prime Minister Kishi Nobusuke. "We view with deep regret the vexation

atone, if only partially, for the pain suffered, Japan is prepared to meet

請問這一句if only partially ,for the pain...... 是僅針對傷痛的部分嗎?
