本文不是要為 ETS 之類的單位撐腰，而是想從更深一層的面相來看考試費用的問題。歡迎就事論事，戰文的話，我就先認輸。各位大大，請先看一下來自於 wiki 上面對於 Non-profit Organization 的定義： A nonprofit organization (abbreviated NPO, also not-for- profit)[1] is an organization that does not distribute its surplus funds to owners or shareholders, but instead uses them to help pursue its goals.[2] Examples of NPOs include charities (i.e. charitable organizations), trade unions, and public arts organizations. Most governments and government agencies meet this definition, but in most countries they are considered a separate type of organization and not counted as NPOs. 所以，非營利機構並不是大多數人心中所認為的「不以賺錢為目的」，而是賺來的盈餘，不分配給其所有人或股東，而是拿來做增進其成立宗旨之用。因此，非營利機構所獲取的盈餘，不是要拿來捐出去的。否則，慈濟醫院多的盈餘是否要拿來捐給紅十字會，那紅十字會的盈餘又要拿去捐給誰？其次，考試費用並不只是拿來支付考題的出題、閱卷、考場租借而已。這些出題機構的員工，舉凡勞保、健保、生育、喪葬、退休等等想得到的人事成本，以及房租、水電、保險、保全各項事務費用，全部都要靠這筆測驗費來分擔。所以，不收到這個錢，無法維持機構長久的經營。最後，出題這件事很容易嗎？若有大大這麼覺得，那就請出一份能夠鑑別應試者程度的高中學測英文考題。老祖宗說，事非經過不知難，出題目絕對是其中之一。 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 140.112.23.25
