答案給A....我看解析...他是說這裡的suggest代表暗示.委婉的說(imply)..而不是
"建議"的意思....所以這題不用接原形動詞....
我覺得這題suggest用建議的意思也通阿...不是嗎??
有人知道怎麼判斷嗎??感激不盡

重新整理一下思緒，
我覺得答案還是跟suggest這個字無關，也跟它到底該翻成建議還是暗示無關
試著把題目翻成中文看看，應該就可以找出make這個字要配合哪個字詞作變化
Financial advisers suggest that setting aside cash makes it easier for the
first-time investor from losses.
這個句子可以拆成兩句看
1. 財務顧問 建議/提出 預留現金
2. 預留現金 使 初次投資者較易避免損失
顧問要建議的就是預留現金這件事情，這件事情（這個動作）才是跟suggest有關的
只是這件事情的用意還可以讓投資者避免損失
真正會受到suggest影響的應該是set這個動詞，所以他變形成為動名詞了。
接下來在that子句中的動詞make，
便因為用來呼應setting aside cash for emergencies這一件事情，
所以使用第三人稱單數。
若是說句中的make是要配合suggest，那文意好像有點怪怪的？

一、有『建議』的意思。advise、propose也有此意，請比較它們用法的異同：
1)都可接名詞做賓語
She suggested/advised/proposed an early start.
她建議早一點出發。
We suggested/advised/proposed a visit to the museum the next day.
我們建議明天去參觀博物館。
2)都可接動名詞做賓語 *這類跟本題的setting滿相近的*
I suggested/advised/proposed putting off the sports meet.
我建議將運動會延期。
They suggested/advised/proposed waiting until the proper time.
他們建議(我們)等到恰當的時機纔行動。
3)都可接that賓語從句，that從句用should+動詞原形，should可以省略。
She suggested/advised/proposed that the class meeting (should) not be held
on Saturday.
她建議班會不要在星期六舉行。
We suggested/advised/proposed that he (should) go and make an apology to
his teacher.
我們建議他去向老師道歉。
