By the process of elimination,
D.) is out because the verb does not have a 's.'
A.) is out because the team is not being predicted by anybody.
C.) can't be correct because it is "have" but not "has".
In the question, it looks like the team gave that prediction
in the past already,
and one may choose to rewrite the sentence as follows.
" A joint investigation team predicted that the food situation MAY become
worse in as little as two months unless a specific solution to the crisis is
found."
