如果，你上面又用had，時間順序就沒有表現出來他要的"Thirty years ago"

因為 subject是adj，意思為受...支配的，to在這裡當介係詞，所以後面要接名詞
；而不是動詞，不要跟to+V原做混淆。
附帶一題，如果subject當動詞時，則會變成are subjected to regulate，
不過語意會差很多。
