這題必須要先知道which指的是先前的criteria.
而介係詞by有藉著的語意
The committee是子句中的主詞
委員會選出最後贏家藉著此標準

extremist是極端份子，是會採取行動，
incited 煽動後可接一個action，
但stir雖可翻鼓吹，但不會有具體的行為，
所以不適合。
: 3. The Review Board could be considering _____ the grants
: given to several non-governmental organizations.
: a) discontinuing b) to discontinue

有些動詞後面要再加動詞必須要加上ing，
像是consider就是一個例子
必須在consider之後加上Ving
discontinuing這種題型多益正式考試會考，但比例不高
像是consider這種用法的動詞還有許多必須去背
