[其他]一句英文，不知道是有省略連接詞還是關代?

而我在看句子的時候發現↓

兩句話中間沒有連接詞and後面卻直接接動詞。或者是說shifting跟means中間少了關係代
名詞?
小弟其實不是第一次看到類似這樣的文章，但我發現這用法在新聞英文中滿普及的，想請
