t大您可能看太快而沒注意到，用present subjunctive解這題，
但這題是past subjunctive。
我之前老師教的It's time someone should do something的句型中，
並沒有should省略的present subjuncitive用法。
要不就用should，沒should就用past subjunctive。
當然，這是一家之言，供參考。
文法書上寫著it's time子句可以用過去式表現在意，但沒解釋理由。
以下是這段是以前老師教的，我不知道對錯，但我覺得可以這樣記憶：
是因為假設語氣的關係，
「是政府該做些什麼的時候了」，那政府做了沒？沒有，
所以與現在事實相反，用過去式...
