whenever不適等於any time when嗎???

此句的pledge是名詞
remain是完全不及物動詞
faithful是形容詞
想問的是to remain可以當adj來修飾名詞pledge對吧??
且因remain是vi所以後可以接形容詞 faithful對嗎???

選b為何不對??
rule是單數(先行詞),形容詞子句的動詞須跟先行詞一致不是嗎??
