看來應該是因為電話故障才會造成通話干擾
不曉得為什麼答案是some equipment going out某些設備過時？

failure of the phone→電話整支掛掉，應該連通話都沒辦法有，
但電話只有conference call switch這項equipment(配備）壞掉而已
所以文中通話仍可進行，只是有雜音干擾
又go out亦有break, collapse之意
故選擇b較為合理
