寫信投訴後, Astrill回信了, 按照步驟修改後已經可用, 以下供大家參考

On android, go to Settings -> Applications -> Applications Manager (or just
from Applications) then tap on Astrill, and tap on clear cache and data.
Open Astrill app again and follow these steps before tapping Login button :
1. tap 3-5 times on Astrill logo (the star logo from Astrill app login window)
then you should see something like this :

2. enter this URL:
https://139.162.67.228 or
https://139.162.89.197
Tap on OK then login.
