可以請大家幫忙看一下意思嗎?

我猜他的意思是否是說還沒收到樣品之前對我產品無信心所以要較晚才能確認下單
他要確認過後而且確認這種東西在歐洲是沒有專利的 才會回信給我評估或是安排生產
請大家提供一下意見 謝謝
