Q.為什麼programs要用單數動詞呢?
我以為effort to 加原形動詞 and 有同位語,所以program也用原形就好了

source.
Q.為什麼using? ><
3.Companies hope that low-fat or low-calorie menu items will lead
to savings in health care costs.

Q.為什麼用savings?
而不用原形saving就好呢??
