提問：
1.我覺得這句子的動詞是set,受詞應該有challenge、advocacy及mediation，
請問這樣的想法對嗎？
或者是最後兩個and的意思是:
by reaffirming..., and by advocacy, and by mediation...?
2.我想請問"as the processes for their achievement"這一小段
是修飾mediation還是修飾這一小段之前的整個句子？
