by the time指"到...的時候" 亦即 "快接近...的時候"
以下皆舉自海詞在線的例句：
He was quite puffed by the time he reached the top.
他登上頂端時氣喘得很厲害。
By the time the ambulance had arrived, a crowd of onlookers had gathered.
救護車趕到時，圍觀的人已經很多了。
at that time是指過去的時間，也就是「在那個時候」可視作then的近義詞。
例：
They had much silverware at that time.
那時他們擁有很多銀器。
