[文法] given&when的用法

be given the cheapest available funeral.
為何不能只用given?
順便問一下翻譯
因為Constanze只有一點點錢 所以被建議給莫札特的屍體最便宜堪用的葬禮
When I had opened the windows,I sat and had a cup of tea.
為何不能opened?用had opened是指先開窗後再坐下喝茶?
如果用opened 表示坐下喝茶和開窗沒有一定先後順序不行嗎?
因為我印象中when似乎有前後都是過去式的...
