大家好，請問一下這個解釋
Third Way

the idea of a system of government that does not have the state control and

我不太懂這裡
but unlike capitalism tries to give people equal
opportunities and a good quality of life
意思是說
第三條路不像資本主義，（它，也就是第三條路）tries to give people equal
opportunities and a good quality of life
還是
第三條路不像「資本主義tries to give people equal
opportunities and a good quality of life」
也就是tries to give....這部分是指第三條路，還是指資本主義？
我偏向後者，但是不懂資本主義有給人們公平的機會和高品質的生活嗎？
