I guess people do it for several reasons. It could be that they are not free anyway, and just want to know what you are planning to do. So that's mere curiosity. Or it could be that they do have something on, but wants to weigh up teh offers, so if what you have is better than what they were going to do, they will go with you, but will tell you that they're not free if what you have isn't as good. Or it could even be that they're actually free, but wants to consider what you plan to do first. If they had told you that they're free to start with, would probably be a bit rude to say that they're not going with you after you've told them the reason! I dunno~ On the other hand, wouldn't it be a bit rude as well if you ask them if they're free, and they just say "no" without anything else, or asking why??
