C的to rate就是修飾developed
D的for rating做定語修飾a scale
再來的差異就是在後面的"comet will be to" and "comet will"
我個人是比較支持D
但SC這種東西我想不是投票支持哪個比較多的就是對（CD常常來投票這招）
所以還是想聽聽大家的意見.......
