第二句的that修飾interpretations還是
表達challenges的原因？

because a women’s voting bloc did not materialize

那個that是修飾the long-held view還是
表達disputes的原因?
我的理解：
新學派反駁一個舊觀點，
舊觀點是說因為在獲得投票權之後，婦女投票團體沒有被具體化，
所以投票權沒有給與女性長期的政治利益。
大陸人翻譯：
新學派駁斥道，因為婦女在1920年獲投票權後，
婦女投票組織沒有實體化，選舉權不能為婦女爭得長久的政治利益。
＠＠～感覺有些混亂....為什麼變成新學派是否認選舉權了....
那個“否認選舉權”不是舊學派(long-held view)的嗎??
