比較結構應該要先看可比性, 這裡應該是the only countries和 the continental US
在比, 句子結構應該是S + be + Adj-er結構, 還原如下：
1. the only countries that actually have such laws are far from the equator
2. the continental US that actually have such laws is far from the equator
這裡是在比主詞, 所以is是helping verb, than並非是所謂的準關代, 準關代通常是
兩個不對稱的句子在用的, 這裡還原後兩個句子是對稱的！
列出一句準關代的句子：

According to analysts, an alliance between three major personal computer
companies and most of the nation’s largest local telephone companies would
enable customers to receive Internet data over regular telephone lines
at speeds much higher than are currently possible.
1. an alliance would enable customers to receive data over tele lines at speeds
2. speeds are currently possible.
