我覺得，
(B) most, (E) alterative 都可以，但是(E)較佳
因為，alterative 對應 manipulated，
你說的only與 (B) most並沒有關係
only對應的是 under *** guidelines。在"什麼什麼"情況下，才允許"什麼什麼"
