嗯~應該是直接回答第二個問題，
這個問題會說時態有變化，是因為所指的主詞不同
題目問的是人，
而[after {[the measure] had been signed into law}]這個子句
，講的是the measure
after是指{[the measure] had been signed into law}]
而不是與until連用
所以until就直接照題譯一樣，翻成[直到]就可以了
使用until的重點在於強調過去的持續狀態
不然就像你講的，用before after很奇怪(又不是全能住宅改造王= =)
而且也無法表達出整個議程都沒有反對者的持續狀態
