[請益] 一個有關英文的題目
大家好！我手邊有一個英文的題目，正確來說是TOEIC的題目，不過因為TOEIC版上
沒有人回應，於是我想在此波出來，也許有更多的人會看到，可以解答！非常謝謝

P49 第一題
題目：題目方式是問一個問題 隨即有三個選項可選 要選出合乎邏輯和合乎題目所問
when did she decide to use a consultant?
選項：
1.it was in her budget from the beginning.
2.from her first day of college.
3.The embassy suggested she try the consulate.
疑問： 答案是1.不過我想問2.為什麼不能選
