謝謝a大幫忙解題，小弟想提出一點疑問跟a大討論一下. 我的想法是，因為E.C這個被當成典範，所以英國應該是第一個這麼做的，因此不應該是. 歐洲其他國家也很普及不是嗎？. 我選Ｂ的原因是因為上述舉的很多例子，都使得疾病造成的死亡率改善，所以應該有包含. underground sewers，所以我才選
