w大的解釋，跟我理解的稍微有點出入。本句是 S + V + O + O.C. 的句型延展無誤受詞是it，受詞補語是a headache，但這裡的受詞it是虛受詞，因它並沒有明確指出什麼事來，而真正的受詞是to regulate那一大串，就是因為太長了，如果把to regulate那一大串放到受格，最後再補上受詞補語a headache，人家說不定都忘了原本要說什麼、怎麼會插個a headache進來這樣，所以才先用個it去代替，放到後面再解釋。這樣的用法類似It is important to take exercise.
