答案是(B)
不懂為什麼(A)不對
以下是我的想法：

=>Not knowing what to do, we should take some actions.
同樣的(A)可拆成
Although we don't know what to do,it is necessary that some actions be taken.
=>Not knowing what to do,it is necessary that some actions be taken.

課本另外有一句用法如下：
Not having read about the entire murder case, it is quite difficult to find
exactly what the movie of the murderer is.
我知道前後主詞不同時，不能將主詞省略，但看到這一句的寫法我才想說是否(A)的用法
也是正確的??

我的認知是用原型"be",前面省略了"should"如下
(A)it is necessary that some actions (should) be taken
