無法理解
一般來說，題目大都為
He is the novelist ___ is one of the best writers of today.
如果是上句，我會寫who
但題目插入了 they say 兩個字
He is the novelist who they say is one of the best writers of today.

主詞 主詞 ==> 語法很怪
我舉例其它題目來說
This is the boy whom we met at station yesterday.
----
同上，原本題目應也為whom
He is the novelist whom they say is one of the best writers of today.
