這句主要動詞是have been，也就是to be的現在完成式，
其他的-ing是動名詞的用法。
動名詞在句子中當名詞用，但仍有部分動詞的功能，
例如可以接自己的受詞: deliver sth.=the consoles
或像make sure接一個that子句
整個形成一個動名詞片語，在這裡當名詞用，說明主詞the major challenges有哪些。
(這個用法比較接近主詞補語，之前推受詞不夠精確)
如果仍然不確定這個用法，我們把後兩項先省略，第一項倒過來試試:
____ the consoles on time has been a major challenge.
請問空格要填入delivering/delivered/deliver/to deliver?
這題可以理解的話，還原一下就不難看出原句的用法囉~
