另外，回覆純粹熱心，畢竟功力不是很強，若有錯誤，

其實這句子是由二個句子組成。
1.The items have been left behind by passengers in the cabin.
2.The items will be retained at the Lost&Found office at the
arrival terminal for three business days before being
transferred to the local law enforcement.
由於第一句結構完整，而要連結另外一個句子要使用連接詞或者是；號。
但本句並沒有這樣做，所以第一句因為是在主詞位子，
所以要從名詞子句化為名詞片語，
所以動詞要變為Ving，所以have變為having。
