Propose的形容詞用法為proposed, D沒錯是因為你如果把前面那一大串看成名詞子句,
(從 the plans.....到unmemployed public,以下我用NP來代替),原句應為 NP that hoped
,除非是被動式,否則這種句型省略"that"的時候,動詞變為Ving, 以下舉兩個簡單句型幫助
你了解:
1.同本句用法:
原句: The man who breaks the law should be punished.
改為: The man breaking the law should be punished.
2.被動式省略:
原句: The car that was broken needs to be repaired.
改為: The car broken needs to be repaired.
