關代是個連接詞，用來連接前後兩個句子
所以你可以還原面那個句子，就會比較清楚了
後面的句子是
People around them are native speakers of the target language in the stuations.
in the stuations中的 stuations和前面的situations相同，所以用which代替它
in the stuations = in which
in which = where
也就是說A那個答案要加一個in
