It will strike some as mystifying that a small, peripheral economy should
suddenly threaten the world's biggest economic area.
It is labouring under a budget deficit of 13.6% and a stock of debt
equal to 115% of GDP.
1) to try very hard to do sth difficult
He was in his study labouring away over some old papers.
2) labour under sth (formal) to believe sth that is not true
He’s still labouring under the impression that he’s written a great book.
