Must:
我的文法書有寫說
當助動詞的時候
Must,表"必須或非做不可",其否定式為need't
Must,表"講話煮的推測:,其否定式為can't
1)當必須,非做不可解:
Man must eat so that he may live.
Must I go right now? No, you need't.
Since I am sick, I have to stay in bed.
2)當必定,一定是解:
She must be out of her mind to say so.
It must be getting warmer.
She must have been very angry yesterday.
It can't be a boy's handkerchief; it must be a girl's.
3)當"禁止"解:
Cars must not be parked here!

所以說,你的那題如果選項是:
a)mustn't b)needn't c) do not have to
B跟C都可以選,但A是禁止的意思
