這句是表示可能一直以來都是~~，還是表示過去沒發生的事情
想請教大家
如果改成
may be strategically shrewd是否可以呢(我是覺得應該不是表示過去沒發生的事情)
Fiorina couldn't deliver its promise of bringing HP more market
share at lower cost.
