[請益] 在這being that可以用is that取代嗎?

請問，being可以用are取代嗎?不可以的話，請問原因是?
另外，請問where的詞性是?(我認為不是關係副詞，也不是連接詞)where在這邊的用法是?
我認為不能用are取代being的原因跟where有關係，我猜因為where不是連接詞，所以從
The main...到in the Platform Management FRU specification才算是一個完整的子句，
所以只能有一個be動詞。
