Discussion about the requirements of governance Being a politician seems to be a difficult thing, for its complexity in dealing with inumerable aspects of governance hich are highly related to each other. It is plain that the requirements for a ruler to govern all things under his jurisdiction are numerous, such as having been highly educated and eminent, undertaken much experience beforehand. In my view, these requirements could be summerized into two chief factors; one is to obtain those capable, talented, or responsible officials, another is to own people's good feelings and support. Mencious said, "People are major, rulers are minor", and he also said, "Chieh and chou lost their world because people were not in favor of them." It is also said that "the fundamental of goverance is to have the most talents." Capable offcials are not selfish and do things only for people, and they have better knowledges and better eyesight into the whole country, thus they can see it in full perspective. They can figure out what are the crucial points and problems and take the right remedial steps to them. They are also less corrupt and responsible to what thay do, and hence people feel they are reliable. People take them as their models, obey to their laws and policies, and they do things in concert with them and make fewer rebellions against them. The integral plane of the government thus are easier to be carried out. However, it's impossible for a ruler to obtain many capable officials only by giving the positions and wage to them. They have their aspirations and their ideal for the country, and are not willing to do tasks they disdain to do. Thus, if a ruler wants to own them, he must behave according to the morals, and have the sincerest attitude toward people's life. People don't support the kind of officials who say one thing but behave another. Besides, he must have the broadest mind that can accept all kinds of challenges and objections. If so, people will love and esteem him, and those talents will jump out and devout themselves to the country. The whole country is bound to be prosperous. In conclusion, there are no people in the world who have innate leadership, and every leader needs to struggle for a long time previously.
