It's like saying hi. You can respond, but your response may mean as little as just saying hi also. For example, even if you your girlfriend just broke up with, in response to "hey Jason, how'ya doing?", you may say any of the following: "great" "good, good, and you?" "hey man, what's up?" If it's a friend, you might respond in more detail.
