i think in generally you'll be safer saying "Taiwanese Culture"
I don't know where you saw "Taiwan Culture", do you mind referring us
to the source?
I googled "Taiwanese Culture" just now, and saw the following:
Culture of Taiwan
Taiwanese Culture
Culture in Taiwan
and
Taiwan Culture Portal <- is this what you saw?
if so, you can kind of look at the phrase as taiwan's "culture portal"
so if you're still referring to the culture of taiwan,
like i said, you'll be better off saying "Taiwanese Culture"
