[問題] 修飾詞問題
請教版上各位
下面這個句子的修飾語法有沒有錯誤：
The notion conveys that people according to given information and by
exercising the rule of thumb to make a decision is often the case.
^^^^^^^^
用to make 對嗎？還是要用making?
怎麼改寫會比較好呢？
