我覺得這句子很怪。
應該不是正確的文法句子。
第一，本句的動詞到底是在修飾什麼主詞？
The notion conveys that people『according to given information and by
exercising the rule of thumb to make a decision』is often the case.
把中間的多出來的元素用括號隔開後，發現 is often the case的主詞
是people，但句意錯且文法也不通。
照理說，is often the case應該是修飾 the notion，但它已有動詞conveys，怎麼又跑
出一個動詞？一句子一個動詞，若要再加動詞就要經過處理，如再連接詞and或是把第二
動詞改成分詞。
再來，若 is often the case的主詞是「觀念」notion，這樣也很難講得通，
「觀念」又怎麼可能是「常有的例子」？
因此我覺得這句可能要改成
As is often the case, people often make a decision based on the given
information and by the rule of thumb.
當然這樣句意可能就你原本要表達有點不同。
