(B)選項的範圍(scope)不對
題目強調的是該城市因為塗了標線反而造成事故率增加
如果(B)是對的，那所有地方的情形應該都會一樣，不會只有該城市如此。
而且題目中並沒有說該城市有特殊的氣候，所以(B)選項的範圍不符合。
