從句的主詞為their conpliance(單數) 動詞要使用單數
所以排除ACD
D / E to require表示這個laws的目的，但從句意上來說，
需要一個修飾laws的用法，也就是做什麼的law，而不是為了什麼的law
B 形容法律、法規等常用v-ing形式，表示這個法律是持續的，不是一次性的。
法律用字law, rule, ordinance表達重覆之事實-->接V-ing，不需用that(簡潔)
