我的看法是 The white house assigned the...committee of experts to do...
the...committee of experts在本句中提前，變成
the...committee of experts that the white house assigned to do...
然後that 關代受詞省略，the white house用代名詞it替代
就變成the...committee of experts it assigned to do...
自己是覺得還蠻合理的啦，可以再討論看看
