這題是走同位語的獨立主格結構, 還原句為
a proportion (that was) greater than it was in any previous election
a proportion是以同位語方式修飾half of the spending
省略後因為be動詞that was的was消失了,所以後面than的主詞及be動詞也跟著省略
這樣比較結構才會平衡
